Black Sea MoU on Port State Control
The Black Sea MoU on port State control, signed at Istanbul on 7 April 2000, links six Authorities: Bulgaria, Georgia, Romania, Russia, Türkiye and Ukraine.
The Black Sea Memorandum of Understanding on Port State Control was signed at Istanbul on 7 April 2000. Its six members are Bulgaria, Georgia, Romania, the Russian Federation, Türkiye and Ukraine, and its Secretariat is in Istanbul. The current text includes the 15th amendment, effective 1 January 2026, with a ship risk profile in Annex 4.
