Bridge resource management on merchant ships: SOLAS V/15 design aims, STCW watchkeeping duties and the casualty findings behind them.
Bridge resource management (BRM) is the use of all available people, equipment and information on the bridge to achieve a safe passage. SOLAS regulation V/15 names it directly: one of the aims of bridge design and procedures is to promote effective and safe bridge resource management.
The competence is set in the STCW Code, and failures of the bridge team recur in casualty reports, among them the Italian investigation into Costa Concordia, which recorded an inactive bridge team.
