PRC Regulations on International Ocean Shipping

China's regulations on international ocean shipping: rate filing, agreement filing and penalties, as amended in 2025.

The Regulations of the People’s Republic of China on International Ocean Shipping were promulgated by State Council Order No. 335 and last amended by State Council Order No. 817 of 28 September 2025. Article 14 requires liner operators and NVOCCs to file freight rates, published rates taking effect 30 days after filing is accepted and agreed rates 24 hours after, and Article 38 sets fines of CNY 20,000 to 100,000.
