Concentrated inspection campaign (CIC)
A CIC is a time-limited port State control focus on one topic, run with a questionnaire alongside routine inspections, usually over three months.
A concentrated inspection campaign is a coordinated, time-limited focus by one or more port State control regimes on a single regulatory topic, usually run for three months alongside routine inspections using a standard questionnaire. It is the mechanism by which a memorandum of understanding tests how well a requirement has actually been implemented across a fleet, and it produces the only broad published dataset on that question.
The joint Paris MoU and Tokyo MoU CIC on MARPOL Annex VI ran from 1 September to 30 November 2018, and remains the only Annex VI campaign to date. Its scrubber question asked whether alternative arrangements installed on board under Regulation 4.1 were approved by the flag State, and was one of only three questions where a negative answer could lead to detention.
