EU Benchmarks Regulation 2016/1011
The BMR: scope, critical and significant classification, benchmark statements, third-country recognition and endorsement, and the 2025/914 narrowing from 2026.
Regulation (EU) 2016/1011 of 8 June 2016 regulates the provision of indices used as benchmarks in financial instruments and contracts, and took full effect on 1 January 2018. It classifies benchmarks as critical, significant or non-significant, requires an administrator to publish a benchmark statement under Article 27, and governs when an EU supervised entity may use a benchmark provided from a third country.
The regulation matters to shipping because freight indices settle freight derivatives.
