EU ETS for Offshore Ships from 2027
Offshore ships of 5,000 GT and above enter the EU ETS on 1 January 2027 after MRV monitoring from 2025, under Annex I to Directive 2003/87/EC.
Offshore ships of 5,000 GT and above enter the EU Emissions Trading System on 1 January 2027, when the Annex I exception for activities under Article 2(1b) of Regulation (EU) 2015/757 expires. They have monitored and reported emissions under the MRV Regulation since 1 January 2025, and they surrender 100% of their in-scope emissions from their first year, with no 40% or 70% phase-in. Article 3(z) of Directive 2003/87/EC counts a stop where an offshore ship relieves its crew as a port of call.
Offshore ships of 400 to 5,000 GT report under MRV Article 2(1a) and are outside the ETS; Article 3gg(5) requires a Commission report on including them by 31 December 2026. Proposal COM(2026) 616 would treat offshore worksites as ports of call.
