EU ETS Maritime Review Proposal 2026: COM(2026) 616

The Commission's July 2026 proposal to revise the maritime EU ETS: derogations to 2035, offshore worksites, small ships and transhipment ports. Not adopted.

COM(2026) 616 is the European Commission’s proposal of 17 July 2026, procedure 2026/0212(COD), to amend the maritime provisions of Directive 2003/87/EC. It would extend the Article 12(3-b) to (3-e) derogations from 31 December 2030 to 31 December 2035, treat offshore worksites as ports of call, make the list of neighbouring container transhipment ports annual with revised criteria, and bring certain categories of ships of 400 to 5,000 GT into the ETS. A companion proposal, COM(2026) 620, amends the MRV Regulation and FuelEU Maritime.

It is a proposal only. It has not been adopted by the European Parliament and the Council and changes nothing in force.
