EU MRV Expulsion Order: Article 20(3)
The EU MRV expulsion order under Article 20(3) of Regulation (EU) 2015/757 bars a ship from EU ports after two periods of monitoring and reporting failure.
The EU MRV expulsion order is the ship-level sanction in Article 20(3) of Regulation (EU) 2015/757, as replaced by Regulation (EU) 2023/957. It applies where a company has failed its monitoring and reporting obligations for a ship for two or more consecutive reporting periods, and it is lifted when a valid MRV document of compliance for the ship is notified.
The full article will cover the trigger, the procedure, its use by flag and port States, and how it differs from the company-level EU ETS expulsion order under Article 16(11a) of Directive 2003/87/EC. See EU ETS enforcement for shipping .
