EU MRV for Ships of 400 to 5,000 GT
Since 1 January 2025 general cargo and offshore ships of 400 to 5,000 GT report emissions under EU MRV Article 2(1a), without an EU ETS obligation.
General cargo ships and offshore ships below 5,000 GT but not below 400 GT have monitored and reported their greenhouse gas emissions under Article 2(1a) of Regulation (EU) 2015/757, inserted by Regulation (EU) 2023/957, since 1 January 2025. They have no surrender obligation under the EU ETS, whose Annex I excludes Article 2(1a) activities.
Article 3gg(5) of Directive 2003/87/EC requires a Commission report by 31 December 2026 on including ships of 400 to 5,000 GT in the ETS. Commission proposal COM(2026) 616 of 17 July 2026 would bring certain categories in, leaving passenger and ro-pax ships below 5,000 GT to a report by 31 December 2031. It has not been adopted.
