European Maritime Safety Agency (EMSA)
The EU agency in Lisbon that runs THETIS-MRV, SafeSeaNet and technical support to the Commission and Member States on maritime safety and emissions.
The European Maritime Safety Agency (EMSA) is the EU agency, based in Lisbon, that gives technical and operational support to the Commission and Member States on maritime safety, security, pollution prevention and ship emissions. It runs THETIS-MRV, the platform on which ships report emissions under Regulation (EU) 2015/757, and SafeSeaNet, the Union vessel traffic monitoring system whose port-call data is used to attribute shipping companies to administering authorities under Implementing Regulation (EU) 2023/2599.
Under Article 16(11a) of Directive 2003/87/EC an EU ETS expulsion order is notified to EMSA as well as to the Commission, the Member States and the flag State.
