GFI Compliance Balance: Draft IMO Regulation 36.1

The GFI compliance balance is the quantity in tonnes of CO2eq that draft regulation 36.1 of the IMO Net-Zero Framework computes for each ship each year: the direct compliance target annual GFI minus the ship’s attained annual GFI, multiplied by its total energy used on board. A balance of zero or more is direct compliance and earns surplus units under regulation 36.11; a negative balance is a compliance deficit, split into Tier 1 and Tier 2 deficits under regulation 36.4.
