Hague Memorandum 1978

The 1978 Hague Memorandum was the West European port State arrangement on shipboard living and working conditions that the Paris MoU superseded in 1982.

The Hague Memorandum is the “Memorandum of Understanding between Certain Maritime Authorities on the Maintenance of Standards on Merchant Ships”, signed on 2 March 1978 by maritime Authorities in Western Europe. According to the Paris MoU’s own history, it dealt mainly with the enforcement of shipboard living and working conditions required by ILO Convention No. 147.
