III Code: IMO Instruments Implementation Code

The IMO Instruments Implementation Code (III Code), Resolution A.1070(28), made mandatory through SOLAS, MARPOL and other conventions for Member State audits.

The IMO Instruments Implementation Code (III Code), adopted by IMO Assembly Resolution A.1070(28), sets out how flag, port and coastal States implement and enforce IMO instruments. It was made mandatory through amendments to the conventions, including Resolution MEPC.246(66), in force 1 January 2016, which added verification-of-compliance chapters to MARPOL Annexes I to V, as Annex IV Regulations 15 and 16 for sewage.

The Code is the audit standard of the IMO Member State Audit Scheme . The full article will cover its structure, the flag, port and coastal State parts, the convention amendments that made it mandatory, and how it relates to port State control provisions such as MARPOL Annex IV Regulation 14 .
