IMO GFI Registry: accounts, units and transfers

The IMO GFI Registry is the electronic register that draft regulation 38 of a new MARPOL Annex VI Chapter 5 would establish to hold each ship’s account under the IMO Net-Zero Framework. It records the attained annual GFI , the compliance balance, surplus units issued, transferred, banked and cancelled, and the remedial units acquired to balance a deficit. The draft sets account opening by 1 October 2027 and the first registry fee by 30 June 2028; both dates were drafted for adoption in October 2025, which did not happen.
