IMO Market-Based Measures Discussions, 2010 to 2013

The IMO considered market-based measures for ship GHG emissions from 2010 until MEPC 65 suspended the discussion in May 2013, after an Expert Group review of ten proposals.

The IMO’s market-based measures (MBM) discussions of 2010 to 2013 were the first attempt to price greenhouse gas emissions from international shipping. An Expert Group chaired by Andreas I. Chrysostomou analysed ten proposals against nine criteria in MEPC 61/INF.2 of 13 August 2010, and MEPC 65 in May 2013 agreed to suspend discussions on MBMs to a future session.
