IMSBC Code section 11: security provisions
The one mandatory paragraph applying SOLAS chapter XI-2 and the ISPS Code, the shore-side training provisions and the high-consequence cargo security plan at section 11.3.
Section 11 of the IMSBC Code carries the security provisions, and its introductory note states plainly that they remain recommendatory except paragraph 11.1.1. That single mandatory paragraph applies SOLAS chapter XI-2 and part A of the ISPS Code to companies, ships and port facilities engaged in handling and transporting solid bulk cargoes and to which chapter XI-2 applies, taking account of ISPS part B.
The recommendatory material covers a population the ISPS Code does not reach. Section 11.2 addresses shore-side personnel by function, expressly excluding the company and port facility security officers of ISPS part A regulations 13 and 18. Section 11.2.3.3 recommends that training be provided or verified upon employment, and 11.2.3.4 that the employer keep training records available to the employee on request. Section 11.1.4 recommends that security awareness training cover the nature of the cargoes, giving materials hazardous only in bulk as the example.
Section 11.3 covers high-consequence solid bulk cargoes, defined at 11.3.1 as those with potential for misuse in an unlawful act producing mass casualties or mass destruction, with class 5.1 ammonium nitrate UN 1942 and ammonium nitrate based fertilizers UN 2067 as the named examples.
