MARPOL Annex V Regulation 9 lets a port State inspect a foreign ship's garbage operations where clear grounds show the crew is unfamiliar with procedures.
MARPOL Annex V Regulation 9, “Port State control on operational requirements”, is the garbage annex’s control provision, in the revised Annex V adopted by Resolution MEPC.201(62) on 15 July 2011 and in force 1 January 2013. IMO Resolution A.1206(34) paragraph 1.4 lists it as “regulation 9 of Annex V”.
