MEPC 83: The Session That Approved the Net-Zero Framework

MEPC 83 was the 83rd session of the IMO Marine Environment Protection Committee, held in April 2025. On 11 April 2025 it approved, by a roll-call vote of 63 in favor, 16 against and 24 abstaining, the draft amendments to MARPOL Annex VI that insert Chapter 5, the legal text of the IMO Net-Zero Framework , later circulated as MEPC/ES.2/2. Approval is not adoption: the MEPC/ES.2 session convened to adopt the text adjourned in October 2025.

The Chapter 5 text approved at MEPC 83 sets the two-tier target annual GFI, the base target and the direct compliance target , with remedial unit prices of USD 100 and USD 380 per tonne CO2eq for 2028 to 2030. The full article will cover the session’s agenda, the vote and the other decisions taken.
