MEPC 84: IMO Environment Committee, April to May 2026

MEPC 84 was the 84th session of the IMO Marine Environment Protection Committee, held from 27 April to 1 May 2026. It did not adopt the draft IMO Net-Zero Framework amendments to MARPOL Annex VI , and its summary records that Member States could submit new amendments and adjustments to the draft approved at MEPC 83 .

Papers submitted under agenda item 7 include MEPC 84/7/38 (Argentina, Liberia and Panama, 20 February 2026), which proposes a single GFI target in place of the base target and direct compliance target , with surplus units transferable only through the IMO GFI Registry and borrowing for up to two consecutive years.
