MEPC/ES.2: the extraordinary session on the Net-Zero Framework

MEPC/ES.2 is the second extraordinary session of the IMO Marine Environment Protection Committee, convened from 14 to 17 October 2025 to adopt the amendments to MARPOL Annex VI that MEPC 83 had approved in April 2025, including the new Chapter 5 on the IMO Net-Zero Framework. The session adjourned without adopting and agreed to reconvene in 12 months. Its working document, MEPC/ES.2/2, carries the approved draft text and a draft adoption resolution with bracketed dates.

MEPC 84 (27 April to 1 May 2026) did not adopt the text either. The resumed session is scheduled for 4 December 2026, subject to confirmation by MEPC 85.
