IMO Net-Zero Framework: 2026 Amendment Proposals

Proposals to amend the draft IMO Net-Zero Framework circulated in 2026: Circular Letters 5213 to 5216 and the MEPC 84 submissions on targets and pricing.

After MEPC 83 approved the draft MARPOL Annex VI Chapter 5 on 11 April 2025 and MEPC/ES.2 adjourned without adopting it, Parties circulated proposals to amend the text. An IMO officer’s presentation at the ISCC conference of 10 June 2026 lists Circular Letters No.5213 (Liberia), No.5214 (Brazil), No.5215 (Tuvalu) and No.5216 (Australia, Canada, South Africa and the United Kingdom). Brazil’s proposes less steep reduction trajectories for the base target annual GFI and the direct compliance target towards 2035.

Further papers to MEPC 84, among them MEPC 84/7/38, 84/7/41 and 84/7/49, propose removing or changing the economic element, according to European Parliament briefing PE 780.423.
