Public Law 117-146: amendments to the Shipping Act of 1984, charge complaints, refunds, and the FMC rulemakings that followed.
The Ocean Shipping Reform Act of 2022, Public Law 117-146 of 16 June 2022, amended the Shipping Act of 1984. It added prohibitions on non-compliant charges, refund orders, and charge complaints for demurrage and detention, and led to FMC rules on demurrage and detention billing (46 CFR Part 541, effective 28 May 2024) and refusal to deal (Part 542, effective 23 September 2024).
