On-hire and off-hire surveys
The joint surveys at delivery and redelivery that record the vessel's condition and bunkers on board, who pays for them, and whose time they cost.
An on-hire survey at delivery and an off-hire survey at redelivery record the vessel’s condition, the cleanliness of the holds and the quantity and grade of bunkers on board, so that the hire statement and any damage claim start from an agreed baseline. NYPE 2015 Clause 5 provides for a joint survey with the cost shared, and puts the time lost on the on-hire survey to the owners and on the off-hire survey to the charterers.
The full article will cover the scope of the survey, bunker soundings and the ROB dispute, hold condition and hatch cover tests, the survey report as evidence in a stevedore damage or redelivery condition claim, and the differences between the NYPE, BALTIME and container form provisions.
