Paris MoU White, Grey and Black List
The Paris MoU flag performance list ranks flags by detentions over three calendar years using a binomial excess factor, and feeds the Ship Risk Profile.
The White, Grey and Black List is the Paris MoU ranking of flag States by their detention record over three calendar years, for every flag with at least 30 inspections in that period. The list published in 2026, valid from 1 July 2026, has 40 White, 19 Grey and 10 Black flags.
