Port State control deficiency codes
PSC deficiency codes are the standard numeric taxonomy inspectors use to record findings, and they determine how a deficiency is counted and escalated.
Deficiency codes are the numeric taxonomy a port State control officer uses to record a finding, harmonised across the regional memoranda of understanding so that inspection data can be aggregated and a ship’s history can follow it between regimes. A code fixes what the deficiency was, and a separate action code fixes what the officer required in response, up to and including detention.
The MARPOL Annex VI series is the 146xx block. Code 14601 covers technical files and the monitoring manual, 14602 the record of engine parameters, 14604 bunker delivery notes, 14608 the incinerator and 14611 ozone depleting substances. In the 2018 Annex VI concentrated inspection campaign , two of the three campaign-related detentions in the Tokyo MoU region were recorded under 14601 and 14602.
