Refusal of access (banning) under port State control
Refusal of access bars a ship from every port in a PSC region after repeat detentions, jumping detention or failing to reach a directed repair yard in time.
Refusal of access, commonly called banning, is the port State control sanction that bars a named ship from the ports and anchorages of every member State of a regime. Under section 4 of the Paris MoU , a Grey List flag ship detained more than twice in 24 months, or a Black List flag ship detained more than twice in 36 months, is refused access, as is a ship that jumps detention or fails to call at its directed repair yard.
