Regional port State control MoUs

The nine regional port State control arrangements: the Paris and Tokyo MoUs, and Abuja, Black Sea, Caribbean, Indian Ocean, Mediterranean, Riyadh, Vina del Mar.

Regional port State control memoranda of understanding are the arrangements under which maritime Authorities in one region coordinate the inspection of foreign ships. Besides the Paris MoU and the Tokyo MoU , they are the Abuja, Black Sea, Caribbean, Indian Ocean, Mediterranean and Riyadh MoUs and the Viña del Mar Agreement for Latin America.

The Abuja, Black Sea, Caribbean, Indian Ocean, Mediterranean and Tokyo MoUs attended the Paris MoU’s 59th Committee in May 2026 as observers, with the Viña del Mar Agreement attending online.
