Ship implementation plan for the 0.50% sulphur limit

The ship implementation plan under MEPC.1/Circ.878 for the IMO 2020 sulphur limit: its non-mandatory status, contents, and role in PSC contingency measures.

A ship implementation plan (SIP) is the plan IMO recommended each ship prepare for the move to the 0.50% sulphur limit on 1 January 2020, set out in MEPC.1/Circ.878 of 9 November 2018. Paragraph 4 of the circular states that a ship implementation plan is not a mandatory requirement.

The full article will cover the plan’s contents on risk assessment, tank cleaning, fuel oil procurement and changeover, and its recommendation that the ship have a FONAR procedure. It will explain why MEPC.1/Circ.881 lists the actions in the plan as one of the port State contingency options for non-compliant fuel, and why the circular is often wrongly cited as the FONAR format.
