SOx Emissions Compliance Certificate (SECC)
The SECC is the Scheme A certificate an Administration issues to an individual exhaust gas cleaning system, certifying it against a manufacturer-declared Certified Value.
The SOx Emissions Compliance Certificate is the unit certificate that makes Scheme A work. Under paragraph 4.2.1.3 of the 2021 Guidelines for Exhaust Gas Cleaning Systems , resolution MEPC.340(77), each certified system is issued an SECC by the Administration before it is used, on the form at appendix 1 of the resolution.
What the certificate records is the Certified Value: the Emission Ratio the manufacturer specifies the unit achieves continuously at its specified maximum fuel sulphur content within a declared set of operating parameters. Sister units of the same design and rating may be issued an SECC without retesting; a different rating falls under the product range approval provisions. There is no SECC under Scheme B, where the approval attaches to the monitoring system rather than to the cleaning unit.
