SOx Emissions Compliance Plan (SECP)

The SECP is the ship-specific document showing how each combustion unit on board complies with the MARPOL Annex VI sulphur limits, by compliant fuel or by scrubber.

The SOx Emissions Compliance Plan is required for any ship using an exhaust gas cleaning system in part or in total as an approved equivalent under Regulation 4 . Paragraph 9.1.1 of resolution MEPC.340(77) requires it; paragraphs 9.1.2 and 9.1.3 require it to list each combustion unit that may burn Regulation 18 compliant fuel and each that may operate under Scheme A, Scheme B, or both.

The SECP is the document that answers the question a surveyor asks first: on this ship, with these engines, boilers and generators, which unit is compliant by which route. A ship with a scrubber serving the main engine and one auxiliary, and compliant fuel on the remaining auxiliaries and the boiler, is a normal arrangement, and the SECP is where that split is written down and demonstrated.
