The Statement of Compliance related to annual GHG fuel intensity is the document that would prove a ship has met the fuel-intensity requirement of the draft IMO Net-Zero Framework. Under draft regulation 6.9 of a new MARPOL Annex VI Chapter 5 text, the Administration or a recognized organization verifies the attained annual GFI, the targets and the balancing of any deficit, and issues the Statement no later than nine months after the start of the year following the reporting year. Regulation 9.13 makes it valid for the year of issue and the first nine months of the next, and requires it to be kept on board for five years; its form is appendix XIII.
