The Review of Maritime Transport is UNCTAD’s annual report on seaborne trade, the world fleet, freight markets, ports and maritime policy. Its 1972-1973 edition recorded 155 conference bunker surcharges imposed in 1973, and its 2023 edition states that fuel can account for up to two thirds of overall voyage expenses.
