United States Position on the IMO Net-Zero Framework
The United States opposes the draft IMO Net-Zero Framework, calling it a global carbon tax in State Department statements of 12 August and 10 October 2025.
The United States position on the draft IMO Net-Zero Framework is set out in two State Department releases. A joint statement of 12 August 2025 by the Secretaries of State, Commerce, Energy and Transportation described the framework as “effectively a global carbon tax on Americans levied by an unaccountable UN organization”. A statement of 10 October 2025 said the United States “is considering” measures against countries supporting it, including additional port fees, visa restrictions and sanctions.
